ABETIFI PRESBYTERIAN COLLEGE OF EDUCATION
The Abetifi Presbyterian College of Education is one of the five renowned teacher education institutions established by the Presbyterian Church of Ghana. It was established in 1952. It is a public teacher educational institution located at Abetifi in the Eastern Region of Ghana. It is affiliated to University of Cape Coast under the new policy on Teacher Education reform in Ghana. The Governing Council of the College invites applications from suitably qualified candidates for the following Senior Management positions at the College:
COLLEGE VICE PRINCIPAL
The Position/Job Description
The Vice Principal shall assist the Principal in the overall management, administration, academic and disciplinary issues of the College in accordance with the Colleges of Education Act 2012 (Act 847) and other regulatory provisions governing the Colleges of Education and in relation to the oversight responsibility of the Governing Council of the College.
Summary of Duties
- He or she shall perform the functions assigned by the Principal of the College;
- He or she shall act as the Principal in the absence of the Principal of the College;
- He or she shall perform statutory functions like working as Chairperson for the following Committees of Academic Board: Academic Planning and Quality Assurance Committee, Academic Affairs Committee, Works and Physical Development Committee, Residence and Housing Committee, and Library Committee;
- He or she shall also serve as a member of the following Standing Committees of Council: Appointments and Promotions Committee, Finance Committee and Development Committee;
- He or she shall perform any other functions related to the position that may be assigned to him or her by the appointing authority (i.e. the Governing Council).
The Person and Position Specification
The Candidate must satisfy the following requirements:
- The applicant must possess a Researched Master’s Degree or a PhD;
- He or she must have a good character and a high degree of integrity;
- He or she must be a distinguished master teacher and scholar in teaching and learning;
- The applicant must be of a rank not below a Principal Tutor in a College of Education, a Deputy Director in the Ghana Education Service, or a Senior Lecturer in a University;
- He or she must have at least five (5) years relevant post-qualification teaching and research experience in a tertiary institution;
- He or she must have relevant post-qualification experience in a Senior Management position, with sound knowledge and understanding of the challenges facing the Colleges of Education in particular and Tertiary Education in Ghana in general, and be ready to propose measures to mitigate them;
- He or she shall hold office for a term of three (3) years, and may be eligible for re-appointment for another three-year term only;
- He or she must be able to complete at least one term of three (3) years before attaining the compulsory retirement age of Sixty (60).
COLLEGE SECRETARY
The Position/Job Description
The College Secretary is the head of the office of the College Secretariat.
Summary of Duties
- The College Secretary shall be the Chief Administrative Officer of the College and is answerable to the Principal of the College in the discharge of his or her duties as the College Secretary;
- He or she shall assist the Principal in the administration and management of the College;
- The office of the College Secretary is in charge of all administrative, secretarial and personnel matters of the College;
- He or she shall serve as the Secretary to the College Council, all Committees of the College Council, as well as Statutory Committees of the College;
- It shall be the responsibility of the College Secretary to ensure the proper functioning of all Boards and Standing Committees of the College.
The Person and Position Specification
The Candidate must satisfy the following requirements:
- Applicant must hold a good first degree, as well as a postgraduate degree, preferably in areas relating to Administration and Management.
- Applicant must have good character and a high degree of personal integrity.
- He or she must have served as Deputy Secretary or Acting Secretary in a College of Education or comparable grade in a similar Institution/Organisation for at least four (4) years.
- He or she shall hold office for a term of four (4) years, and may be eligible for re-appointment for another term only.
- The applicant must be able to complete at least one term of four (4) years before attaining the compulsory retirement age of Sixty (60).
COLLEGE FINANCE OFFICER
The Position/Job Description
The Finance Officer is the Chief Accounting Officer of the College and the Chief Financial Advisor to the Principal in accordance with the Colleges of Education Act 2012 (Act 847) and other regulatory provisions governing the Colleges of Education and in relation to the oversight responsibility of the Governing Council of the College. He or she shall be responsible to the Principal for the Financial Administration of the College in accordance with the Financial Administration Act 2003 (Act 654).
Summary of Duties
- The Finance Officer shall have general responsibility for the administration of the financial affairs of the College that will ensure its financial health;
- He or she shall exercise direct superintendence over all accounting officers;
- He or she shall be responsible for collecting all legitimate revenue due to the College;
- He or she shall exercise control over expenditure in line with the College’s objectives and budgets;
- He or she shall have the duty of preparing the annual budget of the College for presentation to the appropriate governing body for approval and implementation;
- He or she shall be responsible for ensuring that the financial statements of the College are drawn up in accordance with the law establishing the Colleges, the Statutes, applicable accounting standards and all other Regulations approved by the College as well as all other relevant national laws;
- He or she shall liaise with the appointed external auditors to get the College’s financial statements audited;
- He or she shall be responsible for ensuring, on behalf of Council, that proper records are kept of all College property, assets, stocks and valuables of all funds in a register.
- He or she shall perform any other function assigned by the Principal of the College.

The Candidate must satisfy the following requirements:
Applicant must hold a good first degree or comparable as well as a professional qualification or a Master’s Degree in Finance would be appropriate.
- Applicant must have good character and a high degree of personal integrity.
- He or She must have served as a Deputy Finance Officer in a College of Education or comparable grade in a similar institution/ organisation for at least four (4) years.
- Applicant must be analytical, critical, result-oriented, innovative and visionary.
- Applicant must possess hands-on ability to work independently and be a good team player.
- Applicant must possess excellent communication, interpersonal and supervisory skills and proactive commercial flair.
- Applicant must possess strong IT skills and familiarity with accounting software used in Colleges of Education.
- Applicant must be able to work under pressure to meet deadlines.
- He or she must be a member of a recognised accountancy professional association as well as a member of the Association of Chartered Certified Accountants/Institute of Chartered Accountants Ghana.
- He or she shall hold office for a term of four (4) years, and may be eligible for re-appointment for another term only.
- The applicant must be able to complete at least one term of four (4) years before attaining the compulsory retirement age of Sixty (60).
COLLEGE INTERNAL AUDITOR
The Position/Job Description
The College Internal Auditor serves as the Head of the Internal Audit Unit of the College.
In general, the Internal Auditor will provide an independent, objective assurance and consulting services designed to add value and improve the College’s operations. He or she will help the College accomplish its objectives by bringing a systematic disciplined approach to evaluate and improve risk management, control, and governance processes.
Summary of Duties
- The College Internal Auditor shall exercise professional and administrative supervision over staff under that Internal Auditor to ensure that the internal auditing system of the College is efficient and effective;
- He or she shall determine the reliability and adequacy of accounting, financial and operational controls in the College;
- He or she shall evaluate the procedures of the College to determine whether results are consistent with stated objectives and goals;
- He or she shall monitor compliance with established policies, plans and procedures;
- He or she shall appraise the quality of performance of those carrying out assigned responsibilities;
- He or she shall be responsible for assessing the extent to which assets are accounted for and safeguarded against losses;
- He or she shall ensure that reliable records form the basis for the preparation of appropriate financial and other data provided for decision-making;
- He or she shall draw the Principal’s attention to deficiencies in the system, instances of duplicated functions, waste or other inefficiencies with recommendations for remedies where necessary;
- He or she shall carry out special reviews of accounting and internal control systems with the view to minimising weaknesses;
- He or she shall perform any other function assigned by the Principal of the College.

- He or she must have served as a Deputy Internal Auditor in a College of Education or comparable grade in a similar institution/ organisation for at least four (4) years.
- He or she must be a member of a recognised accountancy professional association as well as a member of the Institute of Internal Auditors.
- He or she shall hold office for a term of four (4) years, and may be eligible for re-appointment for another term only.
- The applicant must be able to complete at least one term of four (4) years before attaining the compulsory retirement age of Sixty (60).
COLLEGE LIBRARIAN
The Position/Job Description
The College Librarian shall serve as the professional and administrative Head of the College Library. He or she provides leadership in advancing the College’s teaching and research mission through a clear vision of the library’s role, comprehensive strategic planning and incorporation of emerging technology as well as sound fiscal management and engagement of all members in the college community.
Summary of Duties
- The College Librarian shall have overall responsibility for library, research and information needs of the college community;
- He or she shall draw up and monitor the implementation of College Library Strategic Plan;
- He or she shall direct and coordinate the components of the library i.e. staff, services, collections and external relations;
- He or she shall establish and maintain procedures, policies and systems that make for efficient library operation;
- He or she shall plan, organise, coordinate and measure the work activities of all library personnel;
- He or she shall represent the library in contacts with Administration and Committees of the College;
- He or she shall collaborate with the relevant and appropriate institutional libraries and organisations within and outside the country in order to keep up with development trends and attain exposure to developed systems;
- He or she shall exercise professional and administrative supervision over the staff under the College;
- He or she shall perform any other function assigned by the Principal of the College.

Applicant must possess postgraduate degree in a library and information related field.
- Applicant must have good character and a high degree of personal integrity.
- Applicant must have served as Deputy Librarian in a College of Education or comparable grade in a similar institution/organisation for at least four (4) years.
- He or she shall hold office for a term of four (4) years, and may be eligible for re-appointment for another term only.
- The applicant must be able to complete at least one term of four (4) years before attaining the compulsory retirement age of Sixty (60).
